But maybe doing a raffle would work. If people buy the tickets, then one is
chosen randomly, it would not involve picking any one out for special
treatment, would not involve club finances and may even make some money if
the raffle went well, perhaps allowing for more raffles in the future. It
might be kind of fun too. I know most local clubs have raffles with donated
goods where proceeds go to benefit the club, with a fish raffle the proceeds
could go to getting and distributing more fish.

It may even be possible to start the raffle by getting someone to donate a
nice pair of fish then use the money from that to buy more fish to continue
the process. Just like playing the lotto. :)
