That depends upon who you believe. Chernoff and Dyer have them as sister
groups, Saeed et al have Pseudomugilidae as a sister group to
Phallostethidae, with Telmatherinidae as a sister group to both. Confused
now? :-)

It's because it's not a rainbow or a blue eye. Allen didn't base what went
into his book on familial evolutionary relationships. It was based on 'bows
and blue eyes, the two groups restricted to Australia and PNG/IJ and those
which he knows best.
