I think it depends on the type of rainbowfish kept with the peacocks, the
size of the aquarium, and number of residents. Praecox seem to get
overwhelmed. I had a 180 litre tank with about 20-30 young praecox and about
a dozen peacocks and there was not one praecox that didn't have some missing
bits in their fins. I eventually removed the peacocks. I guess it depends on
how you value your rainbowfish and if you want to risk having their fins rip
up? These fish were being fed live food every day.

Some of the larger rainbowfishes don't seem to be bother by them.
