Amquel is basically a formaldehyde-type compound, AFAIK. It is a
dechloraminator that ties up the ammonium. Used at double or triple
strength, it has no bad effect of fish, but kills hydra and planaria
quickly. It will also kill your daphnia culture, if you are unlucky enough
to let some get in there. :-)

37% formaldehyde is readily available in the US in any drugstore. It needs
to be used with the cautions you put forth, of course. The 3% stuff in the
lfs is worthless, AFAIK, as it is unstable at that dilution and probably
gone before you buy it.
