I'm=20 sure others on this list are more knowledgeable about Canadian and = provincial=20 laws.  It seems that not only will no legal actions occur, these = commercial=20 operations aren't responsible for any "clean-up" (i.e., = recapturing=20 the fish), because doing so would harm wild fish.  This is a=20 real mess of biology, environmental protection, economics and = politics. =20

Here's a=20 bit of information from Canadian newspapers = on the=20 recent Atlantic salmon escape:

B.C. Fisheries Minister Corky = Evans got=20 caught in his own net Wednesday as he attempted to = crack down on=20 the escape of farmed Atlantic salmon into the wild. = Evans, who was=20 clearly upset over the recent escape of more than 35,000 = Atlantic salmon,=20 imposed what he called a "new regulatory = regime" on the=20 industry, forcing companies to provide escape=20 prevention plans within two months. But when questioned by = reporters,=20 Evans was forced to admit his "firm stand on salmon = farm=20 escapes" had already been announced by his predecessor last = October. At=20 that time,=20 companies were given three months to implement escape = prevention=20 and=20 recovery programs -- but the government never ensured that = had=20 been=20 done.
