Derek just started the program! The procedure is, that people tell him (or
the SMP officer) that they want to participate. There's only one rule:
Tell the officer if you've lost the species. Participants should be willing
to give away some fish at least from time to time, best all of the time.
The officer has the overview how many people keep and breed the
species and can look in time for more breeders if necessary. It's
a rather simple system but it works (not perfectly, but that's not
necessary). If such a system shall have success it must be a combination
of obligation and voluntary. if you have enough volunteers, everything
will go without problems. Every serious breeder should participate at
least with one species. Let just try it.
