It seem to be a perennial problem - I personally think the principle of
"sustainable use of the resource" is sound enough as long as there are
adequate safeguards in place to protect and preserve reserves of undamaged
populations with the necessary diversity.

Certainly export of captive bred lawfully held stock seem a reasonable way
to satisfy a lot of the demand and reduce the risks of smuggling.
