Bolbitis is a bit of a funny plant. It takes a long time to become accustomed to a new environment - even if you simply change its location in the same tank. Then, suddenly, it grows like gangbusters.
It does love waterflow, though, and prefers the outflow of a filter over still water. CO2 and light also helps.
The algae problem - well, check your phosphates and nitrates. Plant types aim for zero phosphates (watch those phosphate based pH buffers) and 10 ppm nitrates.
