Doug,
I am not 100% sure but Parks and Wildlife Commission have their own
scientists and conduct research, especially on crocodiles. There is
some research being done on long neck turtles by independent
scientists. Rainbowfish harvest for the trade is all controlled by
the Department of Primary Industry and Fisheries. There are 18
aquarium fish harvest licences in the Northern Territory. If you
want to know more about the wild harvest mechanism I can put you in
touch with the appropriate Parks and Wildlife personnel.
