Metronidazole is used a lot in fish, primarily against flagellates such as
_Hexamita_ & _Spironucleus_. It has a limited spectrum against bacteria, at
least in my experience.

As stated by Bruce I think, dropsy is just a clinical sign of disease, so
you really need to know why the ascites occurred in the first place.

Metronidazole is most effective if given orally, as it is practically
insoluble in water. There are several fish foods with metronidazole
available in the U.S.
