Agreement for Cyprinodon tularosa

Some time ago in the July/August 1995 Endangered Species Bulletin, an
article reported that 5 agencies got together to establish a plan for the
preservation of a pupfish known as "Cyprinodon tularosa". Based upon this
agreement, the powers that be decided that there was no need to list the
fish on the federal endangered species list. I believe that it still
remains on the state list (NM).

Does anyone know how to get a copy of the agreement? Is there room for
hobbyists or out of state breeders to participate in the agreement? My
efforts to obtain more information from the USF&W Service has not been
successful.
