I've put my draft guidelines for the ALA on my web server, so you
can look at them if you want. Please email any comments to me.
I've also put a "rational" document there, which tries to explain
why I did things the way I did:

Note that this files end in htm, not html.
The ALA wants to call this program "Species Maintenance", so that
is what all the documents are labeled.

I think the first question is should these rules be part of the BAP,
or part of a new program, with a new name like CBAP or SMP.
