As one of the electronically connected ones, I'd say turn it into an
electronic only publication. The "expense" of getting it to paper is
substantially more than real dollars paid to printers, post office etc. if
you count volunteers' time and effort which is really substantial (and many
not involved in this don't have a clue how much time goes is invested).
Depending on how you publish it electronically, you still may have much of
the same formatting headaches to get it to PDF, etc., but if it is to be
served in a searchable database format it could be almost immediately
published following article submission without great investment in
formatting. If it goes to web-only publication, however, that should
probably be in accompaniment with extensive e-mail notification of its
availability and possibly periodic notices of updates, etc.
